Puerto Rico Covid Regulations and Travel Protocol (US Territory)

TRAVEL NOTICE

Arriving travelers can access the Travel Declaration Form at travelsafe.pr.gov or viajaseguro.pr.gov. 

TRAVEL GUIDELINES

Those visiting Puerto Rico should reference local measures developed by the Puerto Rico Tourism Company (PRTC) to keep travelers and residents safe, such as social distancing and high standards of cleanliness. Masks are required indoors, regardless of vaccination status. Those unvaccinated or between the ages of 2 and 11 must also wear masks in public areas when unable to social distance.

NEW PROTOCOLS

As of February 2, 2022, vaccinated travelers will no longer be required to present a negative test. Unvaccinated travelers entering on domestic flights will still be required to show negative test results from the last two days or take one within 48 hours of arrival and must quarantine while awaiting results. Once they have a negative test, they can stop quarantining immediately. If a traveler is unvaccinated and does not get tested within the 48-hour window, they are required to quarantine for 7 days and be subject to applicable sanctions.

Starting February 1, 2022, those between 5 and 11 years old will be subject to the same guidelines as adults, requiring proof of vaccination or negative test results taken within 48 hours prior to the event upon entry. Children under 5 years of age will not be allowed to attend large-scale events, even with negative results, except when permitted by the Department of Health.

Beginning February 2, 2022, all, venues for mass events will limit capacity to 50% but will no longer be required to stay under 250 attendees.

THINGS TO KNOW: ISLAND ARRIVAL

Mask usage is a federal law on airplanes and in airports. Those entering any of the Island’s three open airports, whether on commercial or private aircraft, are required to fill out a Travel Declaration Form on the Puerto Rico Health Department’s online portal, which produces a QR code to proceed. Passengers need to present ID to ensure alignment with the Travel Declaration Form. For questions regarding the airport entry process, travelers should contact the Health Department at 939-592-5115 or infoviajeros@salud.pr.gov.

FOR FULL VACCINATED TRAVELERS ARRIVING ON DOMESTIC FLIGHTS:

Currently vaccinated passengers arriving on domestic flights are required to show a negative COVID-19 test (either antigen or PCR performed by an authorized health provider) result taken 48 hours before arrival time.

  • Beginning February 2, 2022, vaccinated passengers will no longer have to provide a negative test.
  • Passengers arriving without a test will have 48 hours to take one upon arrival or be subject to a fine.
  • Passengers are required to upload an official Vaccination Card through the Travel Declaration Form portal.
  • Non-U.S. citizens or long-term residents will need to show proof of being fully vaccinated against COVID-19 before traveling by air to the United States from a foreign country.

FOR NON-VACCINATED TRAVELERS ARRIVING ON DOMESTIC FLIGHTS:

Unvaccinated passengers arriving on domestic flights are required to show a negative COVID-19 test (either antigen or PCR performed by an authorized health provider) result taken 48 hours before arrival time.

If arriving without a test, they must upload either a PCR molecular or antigen COVID-19 test taken on Island within 48 hours of arrival or receive a fine.

Currently, all unvaccinated travelers must quarantine for seven days after arriving on Island regardless of the negative test. 

  • Beginning February 2, 2022, unvaccinated travelers who arrive with negative test results or test negative on-Island within 48 hours of arrival period are not required to quarantine.

PROCESS FOR SYMPTOMATIC TRAVELERS:
(those displaying COVID-19 related symptoms):

  • If a symptomatic traveler (a person displaying COVID-19 related symptoms) who is not vaccinated or is traveling internationally arrives on the Island, the Puerto Rico National Guard will conduct a PCR molecular COVID-19 test at the airport.
  • The traveler must quarantine and cover their medical expenses/possible extended stay.
    The quarantine is mandated until the negative PCR molecular COVID-19 test results are received and digitally uploaded to the Puerto Rico Health Department’s online portal.

ADDITIONAL AIRPORT PROCESSES INCLUDE

  • Vaccinations - The Johnson and Johnson vaccine is available in Terminal B at Luis Muñoz Marín International Airport (SJU).
  • Screenings - The Puerto Rico National Guard assists with enhanced health screenings of all arriving passengers at each airport on the Island. All arriving travelers at the Luis Muñoz Marín International Airport in San Juan will be pre-screened via thermographic cameras to monitor temperatures, and enhanced protocols take place at baggage claim before exiting the airport.

Mask Usage

  • Masks are required on all public transportation, including all ferries operating to and from Vieques and Culebra.
  • Masks are required at all outdoor activities of 50 attendees or more.
  • This requirement does not apply to public beaches.
  • Masks are still recommended in crowded urban areas.

Beaches

  • Public beaches, natural reserves, and marinas are open, following social distancing guidelines. Visitors should connect with tour operators directly for additional information about operation status and specific protocols.

Lodging

  • Upon arrival, all guests of all hotels, paradores, guesthouses, and short-term rentals across the Island must present either proof of vaccination or a negative PCR or antigen test performed by an authorized health provider taken within 48 hours of the beginning of their visit.
  • If unvaccinated and staying longer than one week, they must present negative tests on a weekly basis.
  • Employees of all hotels, paradores, guesthouses, and short-term rentals must be vaccinated or provide weekly negative tests.

Restaurants / Dining

  • All establishments serving food or drinks must require proof of vaccination or negative test (either antigen or PCR performed by an authorized health provider) taken within 48 hours prior to arrival.
  • All restaurants, bars, theaters, stadiums, coliseums, convention centers, casinos, and any establishment that serves prepared food or drinks will limit capacity to 75% for indoor events/operations, and 75% for outdoor events/operations from February 2 to February 16, 2022.
  • All events, both indoor and outdoor, will have a maximum capacity of 250 people as long as that number is equal to or lower than their 50% capacity (if indoors) or 75% (if outdoors).

Please note:

Airports and other ports of entry will perform a quick, aleatory breath test to a percentage of passengers, and all those who present symptoms, upon arrival.

  • Those attending mass events (both indoors and outdoors taking place at theaters, amphitheaters, coliseums, stadiums, and convention centers) will be required to present proof of vaccination with an FDA or WHO-approved vaccine and also a negative COVID test (either antigen or PCR performed by an authorized health provider) taken in the 48 hours prior to the event. 

  • All establishments serving food or drinks must require proof of vaccination or negative test (either antigen or PCR performed by an authorized health provider) taken within 48 hours prior to arrival. 
  • All passengers arriving on domestic flights are required to show a negative test (either antigen or PCR performed by an authorized health provider) result taken within 48 hours before arrival time, regardless of vaccination status. Passengers arriving without a test will have 48 hours to take one upon arrival or be subject to a fine. Unvaccinated travelers must quarantine for 7 days after arriving, regardless if they have a negative test result. 

  • Until January 31, 2022, those between 5 and 11 years old will be allowed to attend large indoor events by providing negative COVID-19 test (either antigen or PCR performed by an authorized health provider) results taken no more than 48 hours prior to the event. Starting February 1, 2022, this age range will be subject to the same guidelines as adults, requiring proof of vaccination and negative test results taken within 48 hours prior to the event upon entry. Children under 5 years of age will not be allowed to attend large-scale events, even with negative results,  except when permitted by the Department of Health. 

  • All restaurants, bars, theaters, stadiums, coliseums, convention centers, casinos, and any establishment that serves prepared food or drinks will limit capacity to 50% for indoor events/operations, and 75% for outdoor events/operations. All events, both indoor and outdoor, will have a maximum capacity of 250 people as long as that number is equal to or lower than their 50% capacity (if indoors) or 75% (if outdoors).

  • Between January 4-18, 2022, all business will close between midnight and 5 AM. This restriction will not affect health services, including testing sites, laboratories, and pharmacies. 

  • Between January 4-18, 2022, alcohol sale is also prohibited between midnight and 5 AM.
